The Arts Foundation for Tucson and Southern Arizona is the designated arts agency for City of Tucson and Pima County, responsible for providing local arts and cultural development services through direct funding, technical assistance, commissions, and contracts to artists and arts organizations.
Brief Overview
The online Donation Form is to be completed by the person or entity requesting that a work of public art be donated to the City of Tucson. The Guidelines reference the City of Tucson’s Administrative Directive #7.01-6, Public Art Gifts, Acquisition and Donations. The purpose of the administrative directive is to develop a protocol for donated and privately funded art projects on public property. The process for accepting donations, temporary works of art, and privately funded projects must adhere to the guidelines. The City of Tucson will consider accepting donations of artwork into the City’s public art collection and will consider siting privately funded projects on public property. The City will also consider accepting temporary works of art for display in City-owned facilities or on City-owned property. Each artwork is reviewed by the Public Art Community Design Committee and the city's Risk Manager, and requires approval from the Arts Foundation Board, the appropriate Ward representative, and the City manager. Any and all public art that is accepted into the City’s public art collection or sited on public property outside the Selection Policy described in Section 701-4, regardless of funding source, shall follow this policy. Before proceeding, please read the full guidelines for this program.
Donations Guidelines
The Arts Directory is open to all artists and entities who work in the arts and cultural sectors and live or work in the Arts Foundation’s service region across Southern Arizona. This includes:
- Pima, Santa Cruz and Cochise counties
- Southern portions of Pinal, Yuma, Greenlee, Graham, Maricopa County
- Native Sovereign Nations of Ak-Chin Indian Community, Sovereign Nation of the Cocopahs, Quechan Tribe of the Fort Yuma Indian Reservation, Gila River Indian Community, Pascua Yaqui Tribe, Tohono O’Odham Nation, San Carlos Apache Nation.

PROJECT OVERVIEW
In collaboration with the Pima Association of Governments (PAG) and the City of Tucson Department of Transportation, the Arts Foundation for Tucson and Southern Arizona (Arts Foundation) is seeking to hire six to eight youth artists between the ages of 16 to 18 to assist and learn from a professional artist in the design and production of public art this summer. The project is expected to begin in late May once school is out and continue through to the end of July (i.e. 9 weeks total 5/29-7/31).
Project Goals
The goals of the project are to provide youth with an opportunity to be employed and participate in all phases of the design and creation of a public artwork under the guidance of a professional artist. The outcome will be artwork of a quality comparable to current public art standards with the teaching artist serving as a mentor to youth artists.
Artwork Theme and Medium
Teaching and Youth Artists will paint designs on up to 6 double-sided interactive puzzle murals. Mural surfaces will be made of recycled metal street signs. Designs will include imagery of dogs as a place-making and wayfinding strategy and the Ward 4 Office’s vision to invite people to the new Wagging Tails dog park.
Artwork Placement
The final artwork will be located in the medians north of the entrance for the Wagging Tails Dog Park at Lower Lincoln Park (8330 E Escalante Rd). The exact location of work site location (e.g. city owned facility) will be confirmed in coordination with the City of Tucson.
Work Site Location
The youth will not be working within the median, rather off-site at a designated “studio.” The exact location (e.g. city owned facility) will be confirmed in coordination with the City of Tucson. This site will be insured and safe. The youth must be able to travel to the determined work site in the same manner as traveling to any job site; walk, drive, bus, bike or family rides.
HOURLY PAY
Selected youth will be paid at a rate slightly higher than minimum wage at a $15 hourly rate. Interested youth must complete the attached application and upload it through the online application site hosted by Submittable. Applications will be reviewed by a team including the artist, City of Tucson, and Arts Foundation representatives. Interviews may follow review of application materials.
MINIMUM YOUTH ARTISTS REQUIREMENTS
- Age 16 to 18
- Current enrollment in high school
- Demonstrated interest in art
- Transportation to and from the work site
- Available 20 hours per week (e.g. 8:30 AM-12:30 PM) for the entire 9 weeks (about 2 months) of the program (5/29-7/31, with the exception of July 4th)
CONFLICT OF INTEREST
No elected members or officers, commissioners, nor employees of the City of Tucson or Arts Foundation for Tucson and Southern Arizona, Arts Foundation board members, nor their immediate family members are allowed to apply to this project. Any person in a position to receive financial gain from the selection of artist(s) will be ineligible to serve on a public art project panel. All panel members must declare any conflict of interest and recuse themselves if a conflict of interest arises.
Applications must be completed solely by the artist or team lead applying for the project. Applications submitted from Artists’ representatives, managers, or galleries will not be accepted. Artist teams are required to select a team lead that will contract directly with the city to become a vendor. The city will disburse funds only to this individual. The team lead will also be the point of contact for all communications. Artists applying as a member of a team are not eligible to apply as an individual.
PUBLIC INTERFACE AND EXPECTATIONS
The Teaching Artist, Youth Artists, and Team Coordinator will adhere to protocols outlined in the City of Tucson Public Art Program Administrative Directives throughout the scope of the project. The selected Teaching Artist will contract directly with the City of Tucson Department of Transportation and Mobility.
The goals of the project are to provide youth with an opportunity to be employed and participate in all phases of the design and installation of a public artwork under the guidance of a professional artist. The outcome will be artwork of a quality comparable to current public art standards. The Teaching Artist will mentor youth artists and collaborate with staff from the Department of Transportation and Mobility, Ward 4 City Council Office, the Public Art Project Panel, and the Arts Foundation to determine the final design of artwork.
Community feedback and participation is essential to creating artwork that represents neighborhood identities and cultures in the design of the artwork. The final design must be approved by the Public Art Project Panel with a majority vote prior to any fabrication or production of the artwork. Special consideration must be given to the sustainability and maintenance of the artwork.
SELECTION PROCESS
Youth Artists are selected through a fair and equitable selection process by a panel of seven or more individuals including local artists and art professionals, project stakeholders and members of the community. New panels are formed for every public art project. Arts Foundation staff do not directly participate in the art selection process. Our role is to facilitate the process in accordance with the City of Tucson Public Art Program. The panel will review all artist submissions.

ARTWORK BUDGET AND ARTIST STIPEND
The artwork budget of $15,500 must cover all costs related to: materials, production, transportation and installation of the artwork; permits, taxes, and insurance that may be required by the City of Tucson or Pima County; soil analysis, engineering, footing and base for the artwork.
The artist stipend budget of $25,000 covers all costs related to: Artists’ fee.
TEACHING ARTIST ESSENTIAL FUNCTIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
- Collaborate with program partners in preparatory work, project development and hiring of Youth Artists.
- Collaborate with the Team Coordinator and six to eight youth artists in the design, production, and installation of the artwork. Youth artists may be between 16 to 18 years old.
- Complete all phases of the project in alignment with the City of Tucson Administrative Directives, including artwork design, risk management review, maintenance review, fabrication/ construction, installation, and completion.
- Develop and implement public art workforce skills building curriculum, highlight mentorship goals and design and deliver pre- and post-skills self-assessment.
- Create and manage project timeline and budget. Complete project on time and within budget.
- Prepare and submit monthly invoices to the City of Tucson throughout the project.
- Provide onsite instruction to youth artists Monday through Friday, Morning (e.g. 830 am to 1230 pm) for ~twelve weeks, during the summer.
- Maintain weekly office hours as needed for project planning and team meetings.
ELIGIBILITY
The requirements listed below are representative of the knowledge, skill, certification and/or ability required. The selected Teaching Artist will need to provide written documentation of the following before contract begins.
1. Education BA or AA in related field OR
2. Experience Teaching Equivalent to 2 years (e.g. Visual Arts curriculum)
3. Demonstrated knowledge of and experience working in public art
4. Valid Arizona driver’s license
5. Proof of Auto Insurance
6. General Liability Insurance
Preferred, but not required:

WORK ENVIRONMENT
While performing the duties of this role, you must be able to lift/move up to 25 pounds and may be required to meet physical demands such as walking and standing for long prolonged periods of time. Specific vision abilities required for position include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Must be comfortable working alongside the roadway with vehicular traffic. Ability to work evening and weekends, as needed. Works outside in inclement weather frequently.
SELECTION PROCESS
Artists are selected through a fair and equitable selection process by a panel of seven or more individuals including local artists and art professionals, project stakeholders and members of the community. The panel will review all artist submissions and conduct two artist selection meetings to determine the panel’s recommended artist for this project. The first artist selection meeting will determine three artists/artist teams as finalists. The three finalists will provide a presentation on their scope of work and interest in this specific project to the panel, followed by a Q&A session. The panel recommendation for the commission will be presented at the PACD public meeting listed above.
The following criteria will be considered during the review of applications:
- Does the applicant demonstrate the ability to translate artistic concepts into materials that are appropriate for public space, taking into consideration long-term maintenance, safety, and suitability to the Sonoran Desert climate?
- Does the applicant demonstrate the ability to work with the community to produce artwork designs that reflect local, cultural, and historical themes of Tucson and Southern Arizona?
- Does the applicant demonstrate a high probability of successful completion for the scale and scope of this specific project?
Once the artist is selected, the panel will convene as many times as necessary throughout the project and specifically to: 1. Review all design concepts. 2. Recommend any changes to designs based on their expertise and the response to community input. 3. Recommend that the artist proceed to Risk Management Review and production when satisfied that all design issues have been resolved, consensus on the final design achieved, and that the Public Involvement Plan has been implemented in accordance with the Public Art Program Selection Policy.

Los diseños incluirán imágenes de perros como estrategia de place-making <<creación de espacios>> y señalización de cómo llegar y con motivo de aplicar la visión de la Oficina del Ward 4 de invitar a la gente al nuevo parque para perros Wagging Tails.
Colocación de la Obra y Ubicación del Lugar de Trabajo
La obra de arte final se ubicará en las medianas viales al norte de la entrada del parque para perros Wagging Tails Dog Park en Lower Lincoln Park (8330 E Escalante Rd). La ubicación exacta del lugar de trabajo (por ejemplo, instalaciones que sean propiedad de la ciudad) se confirmará en coordinación con la Ciudad de Tucson.
ARTWORK BUDGET AND ARTIST STIPEND PRESUPUESTO DE LA OBRA Y REMUNERACION DEL ARTISTA
El presupuesto de la obra de arte de $15,500 dólares deben cubrir todos los gastos relacionados con: materiales, producción, transporte e instalación de la obra de arte; permisos, impuestos y seguros que puedan ser requeridos por la Ciudad de Tucson o el Condado de Pima; análisis del suelo, ingeniería, cimentación y base para la obra de rate.
El presupuesto para la remuneración de artistas, de $25,000 dólares, cubre todos los gastos relacionados con: Honorarios de los artists.
FUNCIONES ESENCIALES DEL ARTISTA DOCENTE
Para realizar este trabajo con éxito, una persona debe ser capaz de realizar cada deber esencial satisfactoriamente.
- Colaborar con los socios del programa en los trabajos preparatorios, el desarrollo de proyectos y la contratación de Jóvenes Artistas.
- Colaborar con el Coordinador del Equipo y entre seis y ocho Jóvenes Artistas en el diseño, producción e instalación de la obra de arte. Los Jóvenes Artistas pueden tener entre 16 y 18 años.
- Completar todas las fases del proyecto en alineación con las Directivas administrativas de la Ciudad de Tucson, incluyendo el diseño de la obra de arte, la revisión de la manejo de riesgo, la revisión del mantenimiento, la fabricación/construcción, la instalación y la finalización.
- Desarrollar e implementar el plan de estudio de desarrollo de habilidades de la fuerza laboral del arte público, destacar los objetivos de la mentoría y diseñar y entregar la autoevaluación previa y posterior de habilidades.
- Elaborar y administrar el cronograma del proyecto y el presupuesto del proyecto. Completar el proyecto a tiempo y dentro del presupuesto.
- Preparar y presentar facturas mensuales a la Ciudad de Tucson durante todo el proyecto.
- Proporcionar instrucción a los jóvenes artistas de lunes a viernes, en el sitio, por la mañana (por ejemplo, de 8:30 am a 12:30 pm) durante doce semanas, durante el verano.
- Mantener horas de oficina semanales según sea necesario para la planificación del proyecto y las reuniones del equipo.
ELEGIBILIDAD
Los requisitos enumerados a continuación son representativos de los conocimientos, habilidades, certificaciones y/o capacidades requeridos. El Artista Docente seleccionado deberá proporcionar documentación escrita de lo siguiente antes de que comience el contrato.
- Nivel de Educación BA (Bachelor’s) <<Licenciatura>> o AA (Associate’s) <<Carrera Técnica>> en un campo relacionado o
- Experiencia docente equivalente a 2 años (por ejemplo, plan de estudios de artes visuales)
- Conocimientos demostrados y experiencia trabajando en arte público
- Licencia de conducir válida en Arizona
- Prueba de seguro de automóvil

CONFLICTO DE INTERESES
Los empleados de Arts Foundation for Tucson and Southern Arizona, los miembros de la junta directiva y sus familiares inmediatos tienen prohibido presentar solicitudes para este proyecto. Cualquier persona en posición de recibir ganancia financiera de la selección de artistas no será elegible para servir en un panel de proyectos de arte público. Todos los miembros del panel deberán declarar cualquier conflicto de interés y retirarse si surge un conflicto de interés.
Las solicitudes deberán completarse únicamente por el artista o el líder del equipo que solicite el proyecto. No se aceptarán solicitudes enviadas por representantes de artistas, administradores o galerías. Los equipos de artistas deberán seleccionar un líder de equipo que contratará directamente con la ciudad para convertirse en proveedor. La ciudad desembolsará los fondos únicamente a esta persona. El líder del equipo será también el punto de contacto para todas las comunicaciones. Los artistas que presenten su solicitud como miembros de un equipo no podrán hacerlo de manera individual.
INTERFAZ PÚBLICA Y EXPECTATIVAS
El Artista Docente, los Jóvenes Artistas y el Coordinador del Equipo se adherirán a los protocolos descritos en las Directivas administrativas del Programa de Arte Público de la Ciudad de Tucson durante todo el alcance del proyecto. El Artista Docente seleccionado contratará directamente con el Departamento de Transporte y Movilidad de la Ciudad de Tucson.
Los objetivos del proyecto son proporcionar a los jóvenes la oportunidad de ser contratados y participar en todas las fases del diseño e instalación de una obra de arte pública bajo la dirección de un artista profesional. El resultado será una obra de arte de calidad comparable a los estándares actuales del arte público. El Artista Docente será el mentor de los jóvenes artistas y colaborará con el personal del Departamento de Transporte y Movilidad, la Oficina del Consejo de la Ciudad del Ward 4, el Panel del Proyecto de Arte Público y la Arts Foundation para determinar el diseño final de la obra de arte.
La opinión y la participación de la comunidad son esenciales para crear obras de arte que representen las identidades y culturas del vecindario en el diseño de la obra. El diseño final debe ser aprobado por el Panel del Proyecto de Arte Público por mayoría de votos antes de cualquier fabricación o producción de la obra de arte. Se tendrá en cuenta especialmente la sostenibilidad y el mantenimiento de la obra de rate.
AMBIENTE LABORAL
Mientras desempeña las responsabilidades de este puesto, debe ser capaz de levantar/mover hasta 25 libras y puede que se le exija realizar esfuerzos físicos como caminar y estar de pie durante largos periodos de tiempo. Las capacidades visuales específicas requeridas para el puesto incluyen visión de cerca, visión de lejos, visión cromática, visión periférica, percepción de la profundidad y capacidad para ajustar el enfoque. Debe sentirse cómodo trabajando junto a la carretera con tráfico de vehículos. Capacidad para trabajar por la noche y los fines de semana, según sea necesario. Se trabajará al aire libre en condiciones meteorológicas adversas frecuentemente.
PROCESO DE SELECCIÓN
Los artistas se seleccionan a través de un proceso de selección justo y equitativo con un panel de siete o más personas que incluye artistas locales y profesionales del arte, gama de interesados en el proyecto y miembros de la comunidad. Se forman paneles nuevos para cada proyecto de arte público. El personal de Arts Foundation no participa directamente en el proceso de selección de arte. Nuestro papel es facilitar el proceso de acuerdo con el Programa de Arte Público de la Ciudad de Tucson. El panel revisará las propuestas de los artistas y llevará a cabo dos reuniones de selección de artistas para determinar el artista recomendado por el panel para este proyecto. La primera reunión de selección de artistas determinará tres artistas o equipos de artistas como finalistas. Los tres finalistas harán una presentación sobre el alcance de su trabajo y su interés en este proyecto específico ante el panel, seguida de una sesión de preguntas y respuestas. La recomendación del panel para la comisión se presentará en la reunión pública de PACD mencionada anteriormente.
Durante la revisión de las solicitudes se tendrán en cuenta los siguientes criterios:
- ¿El solicitante demuestra la capacidad de traducir conceptos artísticos en materiales adecuados para el espacio público, teniendo en cuenta el mantenimiento a largo plazo, la seguridad y la adecuación al clima del Desierto de Sonora?
- ¿El solicitante demuestra la capacidad de trabajar con la comunidad para producir diseños de obras de arte que reflejen temas locales, culturales e históricos de Tucson y el sur de Arizona?
- ¿El solicitante demuestra una alta probabilidad de finalización con éxito para la escala y el alcance de este proyecto en particular?
Una vez seleccionado el artista, el Panel se reunirá tantas veces como sea necesario a lo largo del proyecto y específicamente para: 1. Revisar todos los conceptos de diseño. 2. Recomendar cualquier cambio en el diseño basado en su experiencia y en respuesta a las aportaciones de la comunidad. 3. Recomendar que el artista proceda a la Revisión del Manejo de Riesgo y producción cuando esté satisfecho con que todas las cuestiones de diseño han sido resueltas, el consenso sobre el diseño final ha sido alcanzado y que el Plan de Participación Pública haya sido implementado en acuerdo con la Política de Selección del Programa de Arte Público.
